Movie 9 makes clear that all the fighters are stronger than they were in Movie 8 (especially Gohan, to a large degree). So no matter how strong you try to make the Movie 8 heroes, the Movie 9 heroes are still stronger.
And Bojack's crew still beat the stronger heroes, and would still beat Broly.

I don't see where you're coming fron with this. If movie 8 was situated as being post Room of Spirit and Time for all the Z Senshi (after Gokuu and Bejiita complete one year in and after Bejiita and Torunkusu complete both possible years), the only difference in power between the characters in movie 8 and movie 9 of any concern is the fact that Gohan could go Ssj2 in movie 9. Movie 9 takes place more or less within a year of Seru's defeat, with no signs of Gohan doing any training, with Bejiita dealing with some form of depression keeping him from wanting to train, and with Torunkusu enjoying himself while in that timeline before returning to his, so he wasn't going to train either.
Bido, the strongest of Bojakku's men, was slightly weaker than a FpSsj, and all the other members of the team were even weaker than that (considering how easily Torunkusu dispatched Gokua after transforming into an Ssj), so if movie 8 were post RoSaT, that would put Bojakku's henchmen at best around the same level of strength that the Z Senshi had, and as we saw, that level of power did very little to Burori whatsoever. The only thing that Bojakku's team would have at their disposal were the ki filaments, but as we saw, if the entwined target is of any decent level of strength above them, the filaments are going to shatter.
