Yes, he might have been just as strong. I correct myself, he might have been weaker than SSJ3 Goku or Chibi Buu but he was at least strong enough to give Chibi Buu a run for his money.
If he was weaker than Chibi Buu but still strong enough to give him a fight that would also explain somethings.
1- Not only the Dai Kaioshin has some different influence on him but all Kaioshins since South Kaioshin made Chibi Buu even stronger than Shin Buu, that would mean he gave Buu even more power than he had himself because Kaioshins have a special influence on Buu.
2- That would explain why it was stated they couldn't use East Kaioshin's energey to power up Buu because they didn't know the consequences since he was a Kaioshin, anything could happen.

Now I can see where you're comin from. It's very possible that he fought evenly with him, and pissed him off to a certain point. I could really see that being a reason why he absorbed him, unless he was just bored or somethin.
I think everything Kaioshin related has some kind of odd effect with Buu. Like, when Goku & Vegeta couldn't be merged inside of Buu. Sure, that might've just been an isolated thing, but it's possible since it's a Kaioshin artifact, it wouldn't work within Buu.
As for what Dabura said: I always took that as Kaioshin & Kibito being too weak to give any kind of effective energy to Buu. Since they don't seem that strong, they would be in the same category as Piccolo & Krillin at that moment.
