It wasn't the level of power itself that he was awestruck about, it was the fact that it was a mortal being producing that much power. East Kaioushin-sama and Kibito repeatedly commented on the fact that they couldn't believe that mortals (the wording changes sometimes regarding who says it, sometimes it's "beings of the mortal sphere" or "ki of mortals".
If anything, that supports the notion that a Kaioushin-sama had at least similar levels of ki, as why would they make comments about it being impossible that mortals could possess such levels of power unless there have been gods that have? He and Kibito would have said, "no one is capable of producing such ki levels" or something like that if they meant to encompass both mortals and gods.
