Goku wasn't stronger than Recoome. Recoome just wasn't expecting an attack! Recoome >>> Goku.
By all means, let's just make excuse after excuse AFTER EXCUSE for this character to get beat. Let's do it with all of them.

- I believe Freeza suppressed his power, so him and Goku were fair enough to begin with.
- Cell never said, implied, or hinted to him lowering his power to fight Gohan. And Gohan was holding back power until he unleashed it and killed Cell.
- Zarbon was weaker than Vegeta.
- Goku increased his power level the second he hit Recoome. In fact, it was so fast, the scouters weren't able to pick up the increase, and deemed him 5,000.
