Yes, it's non-canon. So the material that it presents is usually a ways off from the reality of the true canon Z-universe. In that movie, Dende is shown as Guardian of Earth, but that is not to say Piccolo is assimilated. Gohan wasn't a Super Saiyan, so we know the movie is pre-RoSaT. If Piccolo was assimilated, then he would be far more powerful than both SSj Goku and SSj Vegeta, which he's obviously not in Movie 6. The fact that Dende is even shown would suggest something different of Kami's destiny. In that sense, or in other words, in that reality of Movie 6, it's very possible Kami died of old age. Or, on the other hand, it's even more possible that he appointed Popo to look for his successor as Guardian of Earth before he died. That is what Kami's predecessor had done before him.
EDIT - Also, I must address you,
Zer0, for using the episode-production dates for determining levels of power. Frankly, I feel it's inaccurate for such a use. The fact that Dende is shown as Guardian in Movie 6 attests to this. Dende did not achieve such a position until the Cell Game, so rendering levels of power that way, knowing that this person was given this position in Movie 6 before even his time of production started, just doesn't fit right.
