Plans for a possible fiction - Should I?

Reproda Lucidus [Fiction]:
[FONT='Verdana','sans-serif']Basically, Reproda Lucidus is the setting and title of this fiction. Reproda Lucidus [Fiction] is based upon corruption, tragedy, warfare, and other key components that are our society for the past hundred years. Elements such as religion, imperialism, militarism, etc, are also expressed through individual characters or organizations. Now, explain the setting? To summarize the below passage, Reproda Lucidus is the largest city of the dimension in which the fiction is set. It exists parallel to ours in many aspects, such as technology, languages, etc, but exceeds or falls behind in others. However, the twist is, Reproda Lucidus is set in a universe of demonic folk, immortality, and magic. While the characters are Shounen-like in design, following many stereotypes, the plot takes a different turn. In the modern age, capitalism rises to power, while the central government slowly declines. Blown apart by debt, external conflict, and the increasing crime-rate, the city-state of Reproda Lucidus collapses. Corporate armies turn on one another. Religious cults rise to power. Havoc breaks loose on the streets as these forces battle to reclaim a fallen empire. Unlike most fiction, I plan to incorporate physical and political battles amongst the characters, along with a spice of dark fantasy, and lastly a hint of my pessimistic views on society. Below, you'll find brief explanations of some of the most important components of the fiction, with the exception of the main characters which I'm still developing.[/font]

Reproda Lucidus [City] -
Known as the City of Twilight, Reproda Lucidus sits in constant dusk, whilst gleaming in neon signs and flashing sky lights everywhere. It’s known as the largest city in the immortal plane with a high crime rate and corrupt government. In order to gain access to the individual districts, one must follow through a Quad-District Railroad system where travelers were required identification, passes, and are kept under strict watch. Otherwise, the individual districts are so long, it would take hours to cross from one to another on foot. This city is also the headquarters of Sakashima Messatsu, as well as rival crime organizations led by local lords.

Quad-District Railroad System -
The largest and most secured section of Reproda Lucidus. It is constructed far above ground level, nearing midpoint of many skyscrapers and acts as a transit system across the city. Likewise, beneath ground, there is another transit which runs in and out of the city every hour of the day. Both require identification and hold security as the highest priority. It is also said that the owner of the transit system has funded a private police force to patrol the entrances, lobbies, and trains against potential trouble. In addition, the system has brought in the most profit in all of Reproda, according to last year’s statistics. Word is also going around that the federal and city governments are considering to nationalize the transit system.

Sakashima Messatsu -
Once a cultist organization, it is said the original brotherhood was wiped down hundreds of years ago. They were a band of rogue warriors, ones who were usually criminals or outcasts. They believed in sacrificial rituals to summon unholy spirits which would purify and reshape the demonic realm in their own image. However, it is said that the cult went through a depression and eventually disbanded when the Emperor cast his military force on the financially ravaged bunch.

Although some bits might seem useless, they all tie into the Plot when it begins.
