But the Z Fighters rarely use Super Saiyan forms for "friendly" sorta matches, so I doubt the forms would've come into it, unless they ventured outside the arena for it.
And of course... if Vegeta was in SSJ2 and and Goku was in SSJ3 - Vegeta would get torn apart. He wouldn't be able to drag the match out, because Goku's superior speed would track him down and his superior strength would pummel him lol.

Vegeta can't even go Ssj2, that's why he sold his sol to Babidi, because he wanted to achieve his potential and 'max out' (aka. reach Ssj2) so he could face Goku.
