Well Vegeta would be able to use SSJ and SSJ2. Goku had SSJ, SSJ2 and SSJ3.
Advantage Goku.
But the Z Fighters rarely use Super Saiyan forms for "friendly" sorta matches, so I doubt the forms would've come into it, unless they ventured outside the arena for it.
And of course... if Vegeta was in SSJ2 and and Goku was in SSJ3 - Vegeta would get torn apart. He wouldn't be able to drag the match out, because Goku's superior speed would track him down and his superior strength would pummel him lol.
