The thing is, Vegeta knew anyway that Goku was holding back his Ssj2 form... that's the reason Vegeta became Majin Vegeta in the first place.

Goku would win, then Vegeta would go back to his insane training routine like he did pre-Cell era, but no matter what Vegeta will do... he will always be second best to Goku.

It's Vegeta's purpose in life, to fight Kakarot and lose... causing him to train and train to fight Kakarot again and repeat the process. Then when Goku fights a bad guys, Vegeta will lend a hand as he will want to be the only person who will beat Goku, thus helping Goku save the world. I mean if Vegeta beat Kakarot say, he wouldn't be obsessed with a rematch and would never help Goku save the world.

Half the bad guys Goku has fought, Vegeta has lent a hand... the reason? "Only I will beat Kakarot".

If Vegeta beats Goku, there would be nothing in it for him anymore, Vegeta wouldn't become a good guy... he'll probably be a grumpy miserable bastard for the rest of his life.
