Well that's the confusing thing. Technically Gohan and Goku were the only ones stated to have achieved Mastered Super Saiyan (or Super Saiyan Full Power). In which by staying in Ssj for lengthly periods of time means they were able to get used to the form faster and thus could harness more energy from it... ergo stronger.
However Chibi Trunks and Goten had Mastered Super Saiyan auras later, but this has been said to be Akira Toriyama's change in art style.
Generally speaking, a Mastered Super Saiyan can transform into a said Ssj form at free will rather than having to go through the whole 'supreme emotion' or 'focusing energy' display each time.
