You have to go to 20 other people before you can rep the same person again. It's annoying, yes, but it does provide Rep craziness. I think it would be better if it was just a time limit instead of a people limit, like a day or so. There's less than 20 people who's posts I find worth a rep'ing (mostly because there's probably less than 20 people consistently posting in the areas I frequent), positive or negative, and it 's a little annoying when I find a really quality post that I wouldn't mind rep'ing, but can't due to the 20 limit that I'm not going to reach anytime soon.
