Super Buu did not shatter dimensions. Super Buu only opened a small rift between a dimension whose barriers were extremely fragile (you could access it through a freaking
door), and so did SSj3 Gotenks with all of his energy. The rest is filler. Tsukuyomi is MUCH harder to break through than Room of Spirit and Time, because 1) it is an illusionary world and 2) in Tsukuyomi, you have no control over your actions, and you can't just scream out and open a rift, even if you supposedly have the power to do that.
