I noticed that some things were missing:

-Not that it makes a huge difference, but #20 had absorbed Yamcha's chi.
-#19 had absorbed ssj Goku's chi after he became weak.
-ssj Goku's chi was dropping for the entire fight.
-Vegeta's chi was absorbed by #20, so he needs a "post chi draining" PL.
-Imperfect Cell's PL before absorbing the humans?
-Piccolo, when first meeting Cell, had powered up with weighted clothes on.
-He also went up to full power to fight #17.
-#16's "inferno blast"?
