1) Shin Boo was very laid back both in his attitude and his fighting spirit. Not until they broke through Rosat and achieved Super Saiyajin three did he take him seriously. But here is the crux: Boo sprang into action once he heard Gotenks say
"If I loose this form it'll take me an hour to change back!"<---That kinda PROVES he was wasting time. That, and the fact he could sense Gohan (A big-power from far away) training and wanted to "try him out" as Gohan himself inferred.
2) Depends on how you measure Goten and Trunks. Once you do that, add em together and then Piccolo (Who is no less then 1.2x stronger than them
individually).
If Shin Boo>SSJ3 Gotenks then his fate is sealed :P
