The special is generally considered canon because of those two panels. By including those in the manga Toriyama basically declared the special as part of the series continuity. By the very events of the special they
had to still be in the atmosphere, they could talk and laugh.

Official material would disagree with you there.
Plus a few other things that I can't remember where they are. But it's demonstrated through the series, and I think in the Daizenshuu's somewhere as well, that the twins are still mostly organic. Only a very small percentage is machine.
