5-10% you really think so? Well, I don't think it was that much. Since Vegeto went SSJ right away, we can assume his base form wasn't enough to completely dominate Buu, if I go by your logic, base Vegeto would be stronger than Buu, but not enough to humiliate him. So, if we apply the 5x SSJ multiplier it would give this:
Buu: 1,000
Vegeto: 1,200
SSJ Vegeto: 6,000
SSJ Vegeto holding back: 600??
The only way for him to win would be that his SSJ multiplier is much higher, maybe we should let it at 50x:
Buu:1000
Vegeto:1200
SSJ Vegeto: 60,000
SSJ Vegeto holding back: 6,000
That makes more sens but, could you explain why you think he was holding back that much?
