Vegetto fought both on a psychological and physical level, but he was so strong that he managed to completely overwhelm Boo (in his Super State of sorts, Gohan prime) with some mortifyingly simple footwork, while intentionally drawing out the fight. Considering he could at least go SSj2 (that much he restrained himself from, though said form doesn't exactly restrain itself as it's more of a breakdown of what a SSj can do), and that his aura was calm throughout the whole fight, what he displayed was only a fraction of the depth of his rather prodigious, sheer power.
Hence the large reading's of his conglomeration of power - I personally am of the belief that it was a largely held back thrashing on his behalf, so I'd have to say that to say he was using around 5%-10% isn't stretching it.
