Re: Krillin vs. Tien (Later in the series.)
Krillin in the Android/Cell Sagas. Krillin's got the power-up he picked up on Namek giving him a major boost. Tien spent some time on King Kai's planet which would make for good compensation but I figure Krillin would still have the lead in power. But he stops training after he marries 18 so at the very least his power doesn't change much over the 7 years, at worst it goes down like Gohan's did. Meanwhile Tien kept up his training, probably not as intensely but we saw that he was still training. So by the Buu Saga he'd be stronger than Krillin.
