So if Shin Buu level and higher fighters scream out would they break out of it (although that means Itachi would have to give his little speech first)?

Again there wouldn't be a reason to use Tsukuyomi, or the Mangekyou, in the first place. Itachi seems to reserve that for "special" people. Ugly robot guys aren't that special. Also it seems that Itachi has to close his eyes before activating it.
