No, he was sleeping while Goku and Vegeta were talkin crap. It took him a second to charge up his blast since he charged up another one right after and Goku and Vegeta didn't even have the time to counter him the second time. He was excited at Goku's power that's why he acted like that, if it was Itachi standing there, then he would chop his head period. Also, I don't see why Genjutsu would work on Chibi Buu. As far as we know, it works one beings with a bit of sanity and that can think, Chibi Buu ain't even able to think, he just blast everything like it was nothing. You hurt him he'll laugh, you obliterate him, he'll laugh, the only instinct he possess are the instinct of predation and the instinct of survival. Other than that he's just completely crazy.
Just to say this, Itachi would lose to any androids, except 17 and 18.

Actually, Itachi had Deidara in Genjutsu
before Deidara attacked. That first close-up of Itachi's eyes is supposedly when he initiated the Genjutsu.
Well, that's true. There's no telling how Buu would react to Genjutsu, being that he is a magical being and his physiology is totally different. However, inside of him, we DO see things like organs, and he does have functioning eyes (meaning he can see) and apparently vocal chords (or something similar, since he can scream). So it's not all that farfetched to assume he has a brain, or some similar mechanism that acts as his control center.
As for androids, probably not. With Sharingan, he'd notice right away that there was no chakra flow, and probably resort to something like Amaterasu, or just go into a frenzy of clones and Substitutions until he got a good idea of the situation and dealt with it accordingly. It's definitely more of a stretch here, but the point is, no matter how you roll the dice...Itachi>>>>>>all. =P
