No, he was sleeping while Goku and Vegeta were talkin crap. It took him a second to charge up his blast since he charged up another one right after and Goku and Vegeta didn't even have the time to counter him the second time. He was excited at Goku's power that's why he acted like that, if it was Itachi standing there, then he would chop his head period. Also, I don't see why Genjutsu would work on Chibi Buu. As far as we know, it works one beings with a bit of sanity and that can think, Chibi Buu ain't even able to think, he just blast everything like it was nothing. You hurt him he'll laugh, you obliterate him, he'll laugh, the only instinct he possess are the instinct of predation and the instinct of survival. Other than that he's just completely crazy.
Just to say this, Itachi would lose to any androids, except 17 and 18.
