Roshi (first budokai) > Ox King
Roshi (second budokai) > Crane

Mutaito didn´t live as long as Roshi, so, I think is safe to put him below Roshi (second budokai level)

Grandpa Gohan is a bit weaker than Post-Korin Goku.

Tien is near equal to Goku (22nd budokai)

Roshi (buff) is only a bit weaker than Tien

Crane is most likely lazy as Roshi. It´s safe to put him at 21nd budokai Roshi´s level.


I think:

Roshi (buff) > Roshi (22nd budokai) = Grandpa Gohan >/= Mutaito > Crane Master = Roshi (21nd budokai) > Ox King
