In my opinion, Bujin. He had no fear when fighting SSj2 Gohan, Zangya had much fear. Even though fear doesn't indicate power I think it's just a small advantage Bujin has over Zangya. Otherwise, Bujin does have superior psychokinesis powers. I'd vote for Bujin.
