Goku said that Dabra was around Cell's power. Since Goku's best experience of Cell's ability was when he powered-up to fight him, the general consensus is that Perfect Cell (powered up) is in the same area as Dabra. This also makes sense because Gohan (who was quite a bit more powerful than Goku and powered-up Cell in the Cell Arc, and had gotten weaker in the Boo Arc) was fighting Dabra equally.

Dabra would be easily dominated and then (literally) eaten by Mr.Buu.
