Canon wise? Coola, in his organic "ultimate transformation". Gohan states with a confident gaze that he always hoped to be as strong as his father when his gi goes to the notice of Trunks. I feel this not only alludes to the power Goku wielded before his death in that timeline, but the general wall of power Goku achieved in the duration of his life at large. That #17 was only using less than half of his power also compounds this... I can forsee Coola in his final transformation as the stronger of the two by a stretch. SS Goku only handled the aforesaid Coola so easily because of the massive auto-evolution received after the Senzu, after coming close to death earlier on (as he took a potshot fired off by Coola in his relaxed state, obviously).
Non-canon wise? Well... it's hard to definitively say. I feel when Mirai #18 and #17 weren't holding back, they were much stronger than even the SSj Gohan we see in the non-canon movie (both before and after the amputee), as Gohan lost his arm and was knocked unconscious from the first encounter, and eventually died in the second (as boded in the first). The Cyborg's expressions didn't denote effort of any sort, it's just that when they weren't trying, Gohan could equal them off. It's rather surefire. You can't guage the amount of discrepancy between the three in the first fight. But I suppose that depends on how you guage that in relation to Coola's ultimate organic transformation... I still would have to say SSj Mirai Gohan would be a long stride away in power. In my view.
