In the manga, Gohan still doubted that he was as strong as Goku on Namek. In movie 5, that same Goku from Namek recieved a zenkai, making him stronger than before. Therefore we can reason that Cooler's final form is stronger than Goku on Namek:

ssj Goku (movie 5)>>>Cooler (final form)>>>ssj Goku (Namek)>ssj Mirai Gohan (manga)
