Tenshinhan may have been the stronger of the two by the 23rd Budokai, and whilst it only takes application and fervent incentive to devotedly become stronger, even in the human's case (and "brute strength" alone isn't necessarily a reflection of power, especially considering the scientific aspects disregarded in Dragonball... a good thing, in my eyes, as such scrutinizations sort of dampens the fun of it), the catch of the matter is that Tenshinhan cannot sense chi in the way Mr. Popo and a severely holding-back Goku (at that point) could (and at their leisure, at that) - giving Popo an earnest one-up, even if Tenshinhan was stronger.
As for Dragonball power levels, impossible, as has been said beforehand. Plus, that kind of amount of discrepancy between Kami-sama and Mr. Popo's power output is rather undercut, as the gap should be much wider, but... that leads us back to the banal matter of early DB power levels. That we're not able to guage them in a number-for-number relation means that Toriyama-sensei hadn't thought of battle powers, or at least... that sort of measurement, until DBZ.
