The time Piccolo used the Makankosappo against Nappa, he didn't speak it (and people often miss it anyway). Goku didn't declare the Kamehameha he used against #19, and so on.
But it's not like Dragonball is intended to be like the real world or all that realistic. It's fanservice to have the characters shout the attacks, and it's always fun to hear it. "RAWK ON, SIGNATURE MOVE BABY!!!".
Death Beam was never given a name in the Anime or Manga, only the Video Games. That's why it was never shouted.

Yes thats too true Dou on both account. I think somethimes we have to think DBZ and most other things is not in any way supposed to represent the real world. So when trying to explain things on DBZ by our means we have to conclude with: "Oh well DBZ isn't real" but only sometimes at the end of the day its only just an anime. A good one, but just an anime.
