I watched the whole episode once again. I can tell, they both knew each other's power. First, Goku was beating Rildo in base form easily, he was just toying. Later, the sigma force held him, Rildo talked to him while Goku couldn't move, then he turned SSJ. It only means he was plainning to go SSJ from the beginning, he was now tired to fool around it was obvious that now, things would get more interesting for both. Rildo said he knew Goku was far stronger than what he showed, when he was powering up, Goku said that was awesome and that his strength was ridiculous. Now it was something to be impressed by. As I stated earlier, why would Goku be impressed at someone he could beat at base, it's like you say Goku should be impressed by Frieza and Cell when they were in hell. Obviously Goku didn't know someone could force him to go SSJ anymore.

Kid Buu would own General -removed- in the -removed- with one finger. Period. There's no way Rildo could generate a blast powerful enough to obliterate Kid Buu completely, which is needed or else he'll just regenerate endlessly. Even on that metallic planet, Kid Buu would still absolutely and thoroughly rape Rildo to smitherines.
