I think that Dodoria was going on outdated information, as Kiwi states when he confronts Bejiita (before he demonstrates his ability to power up) that there was no difference in their power. Later when Bejiita actually starts powering up, Kiwi first states that Bejiita's power is as high as his, then he starts counting upwards at intervals of 1,000 until his scouter explodes, starting at 19,000. So that means that Kiwi's battle power is below 19,000.

As for the speed thing, an equality in battle power doesn't always constitute an equality in all aspects (speed, strength, endurance, etc). Baata, in comparison to Jiisu and Rikuumu of the Ginyu Tokusentai are prime examples of this, as they are stated to have equal battle powers, yet Baata is shown to be superior to both of them in terms of speed.
