It's possible theat the Devil Man could hit Freeza with his beam, but Freeza is much faster and much stronger than him. There's no telling exactly how the fight would go. Freeza could end it quickly an all, but sometimes he does just stand there and blabble. The only way Devil Man could even hit Freeza with his Devil Beam was if,
- He caught Freeza standing still.
- Freeza does not see the blast coming.
If Freeza sees the blast coming,
he will dodge it. Taken this into account, I highly doubt Devil Man could do it. He'd have to catch him so off guard Freeza would have to not see it in order for it to hit him. Remember, this is a one on one match scenario...there are no distractions for Freeza. He'll be locked on to Devil Man the whole time.
