A Naruto RPG would require a total reworking of the system, and it'd be by far the most complex attempt at building the RPG MFG has ever seen. The complexity of it, upon completion, might also turn away potential members, since it is a far more..."complex", for lack of a more appropriate term...series.
The DBZ RPG as it is right now is FAR beyond "stale". It's the same old thing, every era: Gosan, Goshin, and the fifty other "Sons", along with Brutus, have some sweaty man-brawls and spam generic attacks like crazy, while Android 16 sighs every fifteen seconds and does NOTHING, with whatever characters me and Pyro are using godmodding all things holy and probably seriously working everyone else's nerves. I'm sick of Goku's whacked-out, comically-Hispanic family tree, I'm sick of the cookie-cutter energy attacks, and quite frankly, I'm sick of THE SAME DAMNED THING.
As you can see, this "either/or" business will leave me wanting either way. The only thing I'm backing at this point is a generalizing of the current RPG to stop revolving around DBZ, or at least, to have other elements included. To summarize, the DBZ RPG definitely needs to change, but turning it into a Naruto RPG is a task beyond our capacity (lolz) and would probably detract from activity.
If activity is really what you want, make the RPG for all anime, and if you really want to, keep some strong DBZ overtones, such as the setting and the list of races.
