1) Academy Student
2) Genin
3) Medin-nin (They seem to be weaker than average Chuunin unless they possess other specialties as well - see Ino, Sakura)
4) Chuunin
5) Academy Teacher (Ibiki is one of the strongest Konohagakure Chuunin)
6) Special Jounin
7) Chuunin Exam Proctor (Take Genma, he was stated to be almost as strong as a Jounin by the Sound 4)
8) Medic Specialist (Shizune - Jounin with medic specialties are supposed to be weaker compared to ''regular'' ones)
9) Jounin (Chuunin Exam Proctors are Chuunin- or S. Jounin- rank)
10) Hunter-nin (Kakashi suggested Hunter-nin were generally stronger than Jounin)
11) ANBU Squad Member (ANBU are selected amongst Jounin)
12) Military Police Member (Konoha's military police was selected from the ANBU, IIRC)
13) ROOT (ROOT members seem to be stronger than regular ANBU - Danzou said Sai was the strongest in his age group)
14) ANBU Captain (Tsunade was confident Yamato could keep a check on any ROOT member Danzou assigned)
15) Military Police Leader (Just an estimation based on the above)
16) Elite Jounin (Kakashi, for example, used to be ANBU, and is now stronger than Yamato)
17) ROOT Squad Captain
18) ROOT Commander
19) Akatsuki Subordinate
20) Sennin
21) S-rank Summon (Gamabunta, Katsuyu, Enma, Manda)
22) Legendary Sannin (Jiraya used to be a hermit before he was ''promoted'' to one of the three Legendary ninja by Hanzou)
23) Kage (Kage are acknowledged as the strongest shinobi in their village)
24) Akatsuki Junior Member (Deidara, who is weaker than Kisame, and could beat Gaara)
25) Shinobi Legend (A very vaguely defined ''rank''. Mostly estimation)
26) Akatsuki Senior Member (Itachi, 'nuff said)
27) Bijuu (I don't think adding individual bijuu ranks is a good idea. A general ''Bijuu'' will suffice)
28) Akatsuki Leader (Pein - is apparently stronger than any Akatsuki member)
29) God of Shinobi (Supposedly the greatest shinobi of his time. Just adding this here as a break between Akatsuki ranks)
30) Akatsuki Master (Tobi)

That's about the best I can do for generic ranks.
