Anything Kage level and above is considered S-class. The Sannin are high S-class, and would place in Akatsuki from low to fairly high, arguably, if they turned criminal. I would place (22)Disciple of Orochimaru below (21)Sannin, because although it's arguable as to who is stronger now between Sasuke and Orochimaru, discipleship implies that a weaker person is learning from a stronger.
