Answer: Click the silver Scale in the top right of someone's post. There, you can Add or Deduct 1 reputation point. Basically, it's a system that gauges members by popularity. For example, when someone posts something you like, you give them 1 reputation point. Eventually, that member will gain one more green square on the rightside of their posts. (They start with 1. 1+1=2.)

The number of reputation points that you pass on to other members is determined by your rep level, which is now displayed near your post count on every post you make. If your rep level is 6, for example, then you can add or take away 6 rep points when you click on the scales.
The idea is to add or subtract from someone's reputation based on the quality of their posts, rather than popularity (hopefully).
Admins can optionally turn off the popularity system for themselves. I just turned mine on, so I'm no longer exempt.
