Well I don't know, I consider Goku still trying to get to use to Super Saiyan alot better than him just suddenly mastering it. Considering how long it takes for someone to become a super saiyan, aka 1000 years.
After all it took like forever for Goku, Trunks, and Vegeta to become Super Saiyans while fighting android 13, 14, 15.
See the thing is to make it more dramatic, if Goku could just go Super Saiyan any time he felt like it, then it wouldn't make the fight between him and Cooler good enough to make it to U.S. unless they made it some kind of TV special or something.
