Well, it's somewhat hard to tell. Goku has a mastery of the SSJ2, so, to reach the SSJ4, he would have to have a really good control of the SSJ3. It means he wouldn't struggle with the ki drain no more, at least not as much as before, it would give him an advantage and he would even be stronger. Considering the SSJ3 is not like the SSJ or SSJ2 because the saiyan has to force his body in order to reach it so it would be the same for the SSJ4. If you push it even further it would give an ultimate form, I wouldn't doubt it would multiply the power by 3-5x. I think at best, Goku is weaker than Gohan, and at worst he is a little stronger, but the Ki drain would be a pain, he would have to finish the fight quickly. Also, since we don't have any idea of the SSJ3 multiplier, Gohan and Goku can be closer than we think. I see most people here saying that the SSJ3 has a 3x multiplier, it could be 5x and it would make a large difference. Since we have really no definite idea of the multiplier, logically, a new form of saiyan would utterly destroy Gohan, no matter how powerful he is.
