Alright. Even at that level, Cell Games Gohan was still losing. He was just managing to block and dodge. Buu saga Gohan is weaker than that, so he'd be getting throttled.
Plus, Goku fought mostly with Cell without that powerup. It's the form Goku's most familiar with. Since it's Goku making the statement, it would make sense for him to be referring to whichever form was most familiar to him.

No, MSSj Gohan [Cell arc] was not simply loosing the fight against Complete Cell [powered-up], he was holding back because he did not want to fight him. If you look in the manga, the only kick MSSj Gohan landed on Complete Cell [powered-up] sent him to the ground and caused him to bleed. [first kick caused him to bleed!] Gohan is a bit stronger than Complete Cell [powered-up].
I think you're confused as to which state of Cell I'm talking about. Goku fought with Complete Cell [powered-up], the state of Cell in which Goku fought against in the Cell Game Arena.
MSSj Gohan [Cell Arc]: 16,000,000,000
Complete Cell [powered-up]: 14,000,000,000
Dabura: 13,000,000,000
MSSj Goku: 12,000,000,000
MSSj Gohan [Buu Arc; post tournament training]: 11,000,000,000
It all makes sense when you study the outcome of their fights and stuff. MSSj Goku was shown to be at a disadvantage against Cell, but was at not enough of one to not keep up. [this is shown in their fight] It's the same with Gohan and Dabura. Gohan is able to keep up quite well, but he's still at a level where he is close in battle power. My listings most likely aren't 100% correct, but they do show a good example of statistics relating to the subject at hand.
