This has nohing to do with diluted blood lets have an example of skin colour, should be simpler to explain
KEY

1. = generation of familes

(1) = the number represents the person

1. White Male (1) + Black Female (Dark Skin) (2) = Half-Caste Male (Light Skin) 1/2 white (3)

Black Male (4) + Black Female (5) = Black Female (Dark Skin) (6)

second set of family using the off-spring of the first

2. Black Female (Dark Skin) (6) + Black Female (Dark Skin) (7) = Black Female (Dark Skin) (8)

Half-Caste Male (Light Skin) (3) + Black Female (Dark Skin) (9) = Quarter-Caste Male (Bright Dark Skin) 1/4 white (10)

third set of family using the second set of familes, now the White Male's blood from the first set has been almost totally diluted

3. Quarter-Caste Male (Bright Dark Skin) (10) + Black Female (Dark Skin) (11) = A fifth White, Male Same darkness as the Black Female (Drak Skin) (12)

Black Male (Dark Skin) (13) + Black Female (Dark Skin) (14) = Black Male (Dark Skin) (15)

4. A fifth White Black Male (Dark Skin) (12) + Black Female (Dark Skin) (16) = (Light Skin) Male !!! (17)

this happens even though the original White Male's blood has ben diluted so much this is the same of what happend. Its just a mysterious genes of nature that has become a less gene than a dominant one but it won't stay as supressed gene in all cases. Even thought the black skin genes were dominant (Light Skin) Male !!! (17) Had light Skin even though he was just 1/6 white, This happened to Goku Goku Jr, Vegeta and Vegeta Jr's blood line. Just swap the Black Skin for Human genes and ignoring the Male or Female, change the White Male (1), to Goku or Vegeta. (17) would be Vegeta Jr or Goku Jr.

I know DBGT had tons of plot holes and all that but how Goku Jr and Vegeta Jr became super sayains with such a diluted blood line is still very possible, this happens to real life familes all the time. A white family with a child that looks half black and half white when its siblings are white and parents are white, all it means is later down the family tree there was a black person somewhere...

So Pan not become a ssj is not a plot hole by DBGT, its just science...
