Actually the old Kai did say that since they are rivals it is normal that their union creates the strongest fighter in the universe, it is stated in the manga.
I don't see anything suggesting Gogeta is weaker than Buuhan, in fact it's nearly impossible that he is weaker or do you buy the thing that the potara fusion is 100x stronger than the fusion dance.
