They've never mentioned it. Not in any interviews. Ever. The creator of Ben 10, however, openly admitted that he was influenced by Naruto. The kid in South Park also looked NOTHING like Naruto, AT ALL; I've said that a few times now, I'd think you would've heard it. And again, I bring up the "time" issue: That episode of South Park dates back to when Naruto became an anime at least, possibly earlier. On top of that, for what reason would they include a cameo of Naruto? Their audience is adults and older teens, most of whom have no idea what "Naruto" is nor could even pronounce the freaking name. They're not going to try to appeal to such an ifinitesimal minority, particularly at a time when the Naruto series isn't even very popular in Japan and virtually NO ONE in America knows about it.
The girl DOES have a few small similarities to Deidara in terms of appearance, but there are other areas in which she resembles him as well.
