It's more than coincidence. If it was any other show, maybe. But since we know this show DOES take a lot of shit from Naruto... For example, I just found this:

And you say that a person who has completely different hair, Completely different style of clothing and in plainess looks nothing like Deidra. Im not saying it isnt deidra, but this is for easter eggs.

The kid looks NOTHING like Naruto. AT ALL. Furthermore, the creators of South Park don't seem to be into Naruto at all, and the episode with this alleged "rip-off" dates back to probably around the time Naruto first became an anime. Not only is their no resemblance AT ALL, but there's nothing to suggest that the creators even know that "Naruto" exists.

As for the Deidara-copy... Like I said, there are some minor similarities in appearance (though easily noticeable), blatant similarity in style of combat, and it's in a show with an already-confirmed instance of a Naruto cameo.
