Heres my observation.
It seems that the electricity does not last while in ssj2. SSJ1 does not have electricity at all (except the nappa thing mentioned above). I find Electricity starts when they begin to powerup and hit the SSJ2 mark, once they are done the power up the electricity slowly disipates so it doesn't last for too long after the powerup. It is most visible when Young Gohan first reaches this stage. You see the electricity everywhere around him and thats how you know hes ascended. It doesn't last long, as soon after that when he starts pummeling cell his aura stays but electricity gone.
Am i kind of right? Maybe yes maybe no?
