I basically have to agree with Ghost Outlaw's statement.* To add, if you can achieve an Onzaru , you should achieve Golden Onzarru, and Gohan achieved Onzzaru. As for the Bebi thing, Bebi could've been half-savage when he was in his ape form,or it could be a huge plothole, or maybe Bebi prefered the Golden Onzzaru to the Super Sayajin 4 state (Golde Onzzau is, after all, stronger than Super Sayajin 4) and he willed him self to not transform. The Onzzaru state (and tails) are plotholes anyway, even in the manga.
