Tsunade is the Hokage, so she's also Kage-level/S-Class. Being that strong has become very unimpressive ever since Itachi came into the picture. Hell, Itachi was on that level at age 13, and well into it. He beat Oro MUCH easier than Sasuke did; Oro couldn't even fight back.
At this point in the series, I'd be surprised if ANY of the characters in their current states (minus injuries, such as Naruto's from using Fuuton: Rasen Shuriken) can beat Itachi. Sasuke'd have to have suddenly gained a tremendous power boost, which brings me to another topic...

I think one of two things happened between Oro and Sasuke:
1. Oro actually did take Sasuke's body and is only pretending to be Sasuke. After all, I doubt Sasuke could send Kabuto into Orochimaru's mind-transfer world. Also, Sasuke's Sharingan looked different after the ritual. Furthermore, the release of Suigetsu/Mizugetsu (Which is it, by the way?) doesn't prove anything, since Oro may have planned to release him after taking over Sasuke's body. Maybe now Oro will go attack Akatsuki, and he released Suigetsu/Mizugetsu to help him.
2. Sasuke took Oro's body. This would explain how Sasuke could get a big enough boost to compete with Itachi. I mean, think about it: Oro's world is a world where the two within it struggle for control over eachother. Sasuke seemed to have taken control over the whole dimension, so he probably took Oro's body (which explains why his Sharingan look a bit different). It also explains why Sasuke said "I'm in control now". It's possible. Which means Oro's still alive. After all, we never actually saw him die.
