Hell, Kakashi has a nickname, and Itachi easily raped him and could oh-so-easily wipe the floor with him in a one-on-one battle. Would the Rock Ninjas have orders to retreat if he appeared? Probably not. But then, Yondaime had a reputation. He was the freaking Hokage, so naturally he was expected to be strong. That doesn't mean Itachi couldn't rape every single ninja in Iwagakure with one finger. Did Itachi seal the Kyuubi? Obvious "no"- the Kyuubi's already sealed. :P Well, Itachi was sent to capture the Jinchuuriki of the Kyuubi, so it's likely that he was pretty damn strong because he was sent after the strongest Bijuu. Also, just because Yondaime knew a sealing technique doesn't mean he's stronger than Itachi. No other skills? Itachi had the best grades in his classes at the Academy, activated his Sharingan at age 6, became a Chuunin at age 8, and became an ANBU squad leader- a frikin' SQUAD LEADER -at age 13. Not to mention his Taijutsu alone surpasses the Taijutsu of anyone else's seen so far except for Tsunade and MAYBE Gai (with Gates). Not only that, but he also probably has mastery over all of the Katon Ninjutsus. Calling Itachi a bum who has no skills beyond the Mangekyou Sharingan is absurd.

First of all, the list. Neji is strong, but not stronger than any of the Rookie 9's parents. They have way more experinence and powerful jutsus than Neji does. And Anko should of been place above Shizune since she was train by Orochimaru, who's stronger than Tsunade.
Now, Itachi didn't create those jutsus since he was born with them like every other Uchiha who manage to gain the Mangekyou Sharingan in the past. And that finger jutsu of his is just a plain genjutsu that anyone with good chakra control could do. Secondly, Yondaime wasn't Hokage during Kakashi Gaiden, yet the Rock ninjas would had to retreat from Yondaime as a jounin. Also, don't compare ranks between Yondaime and Itachi. Like Lee said before "There are two kinds of strength. The kind you're born with...and the kind you only get from back-breaking work" (Chap 37). Itachi being in the S-class had to do with being born with a Kekkai Genkai that makes a natural born genuis. Yet Yondaime had to work very hard to earn the rank of Kage. With or without the Sharingan, Itachi would get "rape" by Yondaime with powerful self made jutsus. Look, there's nothing that says that Itachi didn't create those moves. They're not necessarily basic Mangekyou abilities, because the Mangekyou itself isn't basic. There are hardly any who can even attain it, and judging by the fact that Itachi was only interested in Sasuke and killed everyone else, only he, Sasuke, and the third user could attain/had attained it. Which makes it very, very rare. As for the Finger Genjutsu, if it was so simple, why couldn't anyone besides Itachi use it? And Yondaime... Oh yeah, I forgot he wasn't Hokage then... Well, it doesn't matter. If he had a notorious reputation, that still doesn't really mean much. I mean, everyone in East-Freakin'-Korea knew about Kakashi. I suppose that if there were orders to retreat if Yondaime appeared, then he must've been something special, but that's why he became Hokage. The Stone Ninja weren't very strong anyway. They didn't even seem on the same level as the Sound 4, and I'm POSITIVE they would have orders from Orochimaru to retreat if there was news that Itachi was in the area. Well, maybe not, since Oro has a tendency to send his minions to their dooms. As for "two kinds of strength", it's obvious that Itachi isn't just a natural-born genius. I mean, he is, but he seems like he also got his strength by training. And, in case you forgot, Lee hasn't won a single battle against a genius. Only Sasuke, pre-Chuunin Exams. After that, he was ass-raped by Gaara and Kimimaro, and he's never beaten Neji. So that kinda throws a big bucket of "Who cares?" on Lee's "hard work vs. genius" philosophy. Itachi being S-Class had to do with the fact that he was extremely skilled and dangerous even at a young age, and he turned out even more powerful than Orochimaru. Also, just because a Jutsu is self-made doesn't really make it better than other Jutsus. Look at Kakashi's Chidori/Raikiri. Kakashi threatened Oro with the Chidori, and he ended up too scared to even move. Sasuke (who didn't create the Chidori, but was trained by the person that did) used Chidori, and had his wrist caught and broken in one twitch by Itachi. Then, let's look at Shishi Rendan and Uzumaki Rendan in comparison to Omote Renge. Need I really say anything beyond the fact that the first two were created by their users and the latter was a technique that had been taught again and again? Then look at Haku. His bloodline was kept hidden, so he obviously received no training for his moves. And Neji, who, being in the Branch Family, was never taught the Kaiten or the Hakke Rokujuuyonshuu, or the like. Yet Haku had to go for Naruto instead of facing Sasuke, because the newly-activated Sharingan made Sasuke too much to handle in a fair fight, and then Naruto ended up raping Haku with sheer strength and speed (which was granted by the Kyuubi, and not "hard-work"; which poses the question of whether or not Naruto is a genius). And Neji was uber-raped by Naruto by the same sheer physical power that felled Haku. It seems to me that the evidence as to who would win isn't based on who created their moves themselves, but who knows how to use them and can use them effectively. In this respect, Itachi's various tricks and skills sorely outmatch Yondaime's single kunai-teleportation trick.

Oh please, Itachi use those various tricks and skills to avoid fighting a losing battle. For example, Itachi distract Jiraiya with that girl because he knew that Kisame and himself would get their ass whip by Jiraiya. Since Itachi was afraid of facing Jiraiya in combat, Yondaime outmatch Itachi.
