omega>syn>s17-------no doubt about it.But the thing is that the stronger the opponent the stronger s17 gets.It is because his ability to absorb power that will make him invincible to omega's attacks.remember....s17 was only defeated because apparantly the good 17 inside showed goku the way to destroy him by not absorbing the attacks.otherwise there was no way he could be defeated.
