SSJ2 Goku for the win. The strain of the SSJ2 is not comparable to the strain of the SSJ3, and even with the massive Ki drain Goku could have won the fight against Chibi Buu who is a better fighter than Shin Buu.
Shin Buu was an idiot who was getting beaten up by Gotenks who isn't remotely close to Goku in terms of skills. Chibi Buu on the other hand showed impressive capabilites along with amazing fighting skills.
Goku could easily find a way to obliterate Shin Buu, he could just teleport behind him and blast him off.
