Well, it all depends. Goku's base was 3,000,000 when he transformed, and we know he trained on Yardrat, then the three years for the Androids. So if you believe his base is around 8-10,000,000 after that, then it would pretty understandable. Vegeta was stated to probably have surpassed Goku a few times, ad we know he trained in 300x gravity, but we don't know in which of the three years he learned SSJ. So, I would think, if you believe Goten's SSJ form is around SSJ Vegeta, his base should be at least 8-10,000,000 at the least.
