-Goku is stated as the strongest (by Vegeta AND Akira).
He realized he couldnt hold it before, but thought if he could get one moment, he could use it. It was simpler to fuse against Super Buu. Thats why he never tried. Against Kid Buu, he had no choice. He had too, but failed.
